What it means

Voluntary registration means signing up as a VAT payer before turnover makes it compulsory. It is filed by a taxable person who already trades or can demonstrate concrete preparatory steps.

It is not an entitlement the applicant decides on. The tax office tests whether real economic activity exists, asks for contracts, premises and orders, and if the applicant cannot show it, the office issues a decision refusing the registration.

After voluntary registration a company is a VAT payer in full, exactly like one registered because of turnover. There is no registration just for deductions or just for some customers: tax applies to all taxable supplies in the country, including those where it does not suit the company.

How it works in practice

It pays off for a company selling to other VAT payers or investing in assets, because it can then deduct input VAT. Selling to non-business customers, it merely adds tax to the price that the customer cannot recover; a firm that needs a number only for services from the EU can stop at section 7a registration.

After registration the company receives an IČ DPH number and picks up a cycle of returns and control statements. The first period is monthly, and quarterly filing only becomes available once the statutory conditions are met.

Before applying we run a simple calculation with the client: what share of sales goes to VAT payers and what share to consumers, how much VAT sits in purchases, and what happens to the price for end customers. If prices cannot rise, the tax comes out of the margin and registration can turn out to be a loss.

What to watch out for

Registration cannot be undone the moment it turns out to be a bad deal: the company stays a payer until the office decides, and on deregistration it repays input VAT on assets it still holds. In hindsight that costs more than a year without registration.

Until the registration takes effect, invoices are issued without tax. Anyone who shows VAT on a document earlier owes it to the state regardless, while the customer cannot deduct it; the fix means reissuing documents and explaining to customers why the amount has changed.
