What it means

Regional investment aid is a form of state aid through which the state supports investment in new facilities or the expansion of existing ones in less developed regions. In Slovakia it is governed by the Regional Investment Aid Act, and applications are decided by the government or the Ministry of Economy.

Aid can take various forms: a grant towards acquiring tangible fixed assets and intangibles, an income tax relief, a contribution for newly created jobs or a transfer of property at a discounted price. The maximum aid intensity is set by the EU regional aid map.

The investment must have an incentive effect, meaning it would not happen, or would be smaller, without the aid. The application must therefore be submitted before work on the project begins. The investor also commits to maintaining the investment and the jobs created for a statutory number of years.

How it works in practice

For clients planning a larger investment outside Bratislava, we check whether the project meets the minimum conditions: investment amount for the region, type of activity and number of new jobs. Only then does it make sense to prepare a detailed application with a business plan.

In practice, the tax relief is claimed in the tax return gradually over several years. The company must keep separate records to show what share of the tax base relates to the supported investment and track how much aid it has used against the permitted ceiling.

For the job retention condition, we monitor average headcount and, under some schemes, whether wages in the new jobs reach the required level relative to the average wage in the district. Results are reported regularly to the aid provider.

What to watch out for

The most common mistake is starting the project, for example signing a binding order for machinery, before applying. That removes the incentive effect and the right to aid lapses. Even preparatory steps should therefore be discussed with the state aid rules in mind.

If conditions are breached, such as cutting headcount or selling supported assets during the durability period, the company must repay the aid with interest. The provider checks compliance for years after the investment is completed, so documentation must be kept ready.
