What it means

PAAS is the regulated parking system of the capital Bratislava, which the city is rolling out district by district. In designated zones, parking on public streets is paid, while residents and businesses holding a card get better terms. The name has nothing to do with the PaaS cloud service; the two acronyms simply share the same letters.

Parking is not paid with a paper ticket behind the windscreen but virtually, through a mobile app, web portal, text message or parking machines. The payment is linked to the vehicle's registration number. Enforcement uses scanning cars that read number plates and check them against the database of paid parking sessions and valid cards.

The system recognises several types of permit. A resident card is for people with permanent residence in the zone, a subscriber card allows long-term parking for other drivers, including businesses, and visitors pay an hourly rate. The specific zones, prices, charging hours and card conditions are set by the city and its districts, so always check them on the official portal.

How it works in practice

For businesses with a registered office or premises in Bratislava, PAAS is a routine part of the cost of company cars. A company can buy subscriber cards for its vehicles in zones where a car parks for long periods, or pay hourly when visiting clients. A card is tied to a specific registration number, so it must be updated when a vehicle is replaced or added.

Parking for business purposes is generally a tax-deductible expense if the company can show the link to its business. The app and portal let you download payment receipts, which should be passed to the accounts regularly and assigned to a specific vehicle and trip. If an employee parks on a business trip and pays personally, the company reimburses the cost as part of travel allowances.

When an employee's own car is used on a business trip, parking is reimbursed on the basis of a receipt alongside the allowance for using a private vehicle. If, however, the company pays for a subscriber or other card for the employee's private car near their home or for commuting, that is a non-cash benefit subject to tax and contributions.

What to watch out for

Fines and charges for unpaid parking detected by camera are often sent to the vehicle's registered keeper, which for a company car is the company. Penalties are not tax-deductible; they are a non-deductible expense. The company's internal policy should set out when and how much of a penalty it can recover from the employee who was driving.

Watch out for confusing the acronyms in searches, bookkeeping and correspondence. A document marked PAAS from the city is a parking charge, whereas PaaS from an IT supplier is a cloud service that belongs with software costs. For payment matching and analytical accounting it is best to keep a separate analytical account for parking rather than relying on the bare acronym.
