What it means

A district office is a local state administration body that brings several agendas together in one office. They include trade licensing, the land register, environmental protection, land and forestry matters, crisis management, civil protection and minor offences.

For entrepreneurs the most important department is the trade licensing department, which issues trade licences and keeps the trade register. It hosts the single point of contact, where a trade licence, tax registration and health insurance registration can all be handled at once.

The other frequently visited department is the cadastral department, which keeps the land register, decides on entries of ownership and liens and issues title deed extracts. Most of these steps can now also be done electronically.

How it works in practice

To start a trade, the entrepreneur notifies it at the district office in person or electronically via the slovensko.sk portal. For craft and regulated trades, professional competence must be proven. The office issues a certificate and the details are entered in the publicly accessible register.

When buying or selling property, an application for land register entry is filed with the cadastral department. The office decides within the statutory period and records the change of ownership or lien. Anyone can check the status during the proceedings on the cadastral portal.

District offices also handle other obligations of businesses, such as waste management permits, environmental impact assessments and offences. Which district office has jurisdiction depends on the agenda; some matters are handled by the office in the regional capital for the whole region.

What to watch out for

Changes to a trade licence, such as a new registered address, premises, responsible representative or suspension of the trade, must be notified within the statutory deadline. Failing to do so is an offence punishable by a fine and can cause problems during inspections.

A district office is not the same as a municipal office, which deals with local taxes and fees such as property tax or the waste fee. In business it is important to distinguish which obligations belong to state administration and which to local government.
